==Early life==

Sprague was born in Santa Cruz, California and raised in Fort Atkinson, Wisconsin. Sprague excelled in school and was awarded a prestigious scholarship to the University of Wisconsin - Madison. Prior to attending, he participated on an AFS Intercultural Programs exchange program in then-Yugoslavia, an event that sparked his lifelong interest in international affairs and foreign cultures. Upon graduation in 1993, Sprague was selected as a Junior Fellow by the Carnegie Endowment for International Peace. While there, he worked as an editor of Foreign Policy Magazine. Several years later, after a stint in the Peace Corps and work as a journalist, Sprague was admitted to Columbia University Law School in New York, where he graduated with honors in 1999.〔(【引用サイトリンク】url=https://drive.google.com/file/d/0B4S7gJkcB_4sMEdnYUkwTXRrc3M/edit?usp=sharing )
